Maximising the impact of technical, profession, and operational services
School trust operations provide the essential platform for education to flourish. Our research finds that most trusts now have strong core operational capability covering areas such as financial control, employee relations, estates compliance and cyber resilience.
However, the picture becomes more uneven beyond core compliance and operational delivery:
- Finance is generally the most systematised and consistently centralised function
- IT also shows comparatively strong maturity in infrastructure, platforms and cyber resilience.
- HR appears operationally strong but less industrialised in areas such as workforce planning, leadership development and systems integration.
- Estates remains the most operationally fragmented function, with strong compliance oversight but more variable maturity in workflow coordination, utilisation planning and service management.
The research also highlights a consistent drop-off in strategic capability across all four functions, including advanced analytics, integrated planning, data interoperability, automation and strategic organisational insight. This pattern appears consistently across all functions: finance remains relatively weak in advanced insight and modelling; HR is data-rich but comparatively weak in workforce analytics and succession planning; estates increasingly holds asset and compliance data but often lacks strategic utilisation insight; and IT frequently remains focused on infrastructure management rather than broader digital enablement and enterprise architecture.
The findings suggest that trusts are now moving beyond the first phase of shared-services maturity, which focused primarily on control, consistency and operational resilience. The next phase appears likely to depend increasingly on integration between functions, strategic use of data, specialist capability and enterprise-wide organisational planning. While some trusts are still on the early stages of building stable services, for many the challenge is to develop integrated operating models capable of turning operational capability into better organisational decisions and outcomes.
