National School Trust Report 2022

CST’s first National Survey of school trusts aims to create a unique and powerful picture of our sector. Supported by our Platinum Partner, Edurio, the report explores the progress and priorities of school trusts across England.

The survey was open to every school trust in England for the whole of March 2022.

This work explores the progress and priorities of school trusts across the five domains of activity that we believe make up a strong trust. These are outlined in our Discussion Paper as expert governance, quality of education, effective and efficient operations, workforce development and well-being, and public benefit and civic duty. The survey also asked for views about the effectiveness of CST as the sector body and what trusts expect from it in the coming year.

The CST National Survey of school trusts is supported by our Platinum Partner, Edurio, the experts in stakeholder research for school trusts.

The Department for Education White Paper, published in March 2022, confirms the strategic importance of the trust model and the need to build upon the successes of strong trusts, with the Government committed to all schools being in a trust by 2030, and all trusts to be serving 7,500 pupils or running at least 10 schools

CST and Edurio have been working together to gather reliable insights into where trusts are in their development and what their priorities and challenges are for the academic year 2022/23 and beyond. This has resulted in the first National Survey of school trusts Report, co-authored by CST, Edurio and Professor Daniel Muijs, Dean of the Faculty of Education and Society at Academica University of Applied Sciences, Amsterdam.
